181. A man who uses exhortation and persuasion will prove a more effective guide to virtue than one who relies on law and force. For someone restrained by law alone will likely do wrong in secret, whereas one led toward duty by persuasion will probably do nothing improper, neither openly nor in private. Thus, the person who acts rightly through understanding and knowledge becomes both courageous and upright.
